Today marks a bit of a deviation from the multi-part series (here, here, and here) on The Woodlands Road Utility District story. While searching for news on the upcoming $184 million dollar mobility bond recently approved by the Fort Bend County Commissioners Court, courtesy of Community Impact Newspaper I learned a group of landowners & developers secured the creation of a road utility district:
“The group also secured the creation of a road utility district…”
Texas Senator Glenn Hegar and State Rep John Zerwas sponsored SB 351, which amends Subtitle F, Title 6, Special District Local Laws code by adding Chapter 8413.
Per the Bill Analysis, SB 351:
“amends the powers of the Willow Point Municipal Utility District of Fort Bend and Waller Counties. The district contains approximately 177 acres of undeveloped land and is located within the extra territorial jurisdiction of the City of Houston. The district will consist primarily of single family residential homes and some commercial development.”
The bill analysis also (emphasis mine):
“amends the powers of the district by permitting the district to construct roads, issue bonds for road projects; and levy taxes to pay the principal and interest on those bonds.”
“Regarding bonds, the district may not issue bonds unless a two-thirds majority of voters approves the issuance at an election…”
How interesting that the Willow Point MUD of Fort Bend and Waller County meets in…..Harris County.

Notice is hereby given that the Board of Directors (the “Board”) of Willow Point Municipal Utility District of Fort Bend and Waller Counties (the “District”), at a meeting of said Board held on January 22, 2013, established a meeting place outside the boundaries of the District at 1980 Post Oak Boulevard, Suite 1380, Houston, Texas 77056,
Established an office and meeting place outside the District at 6335 Gulfton, Suite 100, Houston, Texas 77081-1169, and established an administrative office for the District at 1980 Post Oak Boulevard, Suite 1380, Houston, Texas 77056 which office shall be used as the mailing address for the District.
