Since everyone seems to be talking about Gov. Greg Abbott’s attempt to oust State Rep. Sarah Davis, I thought that I would take a deeper dive into the campaign finances in the race. I didn’t find anything shocking but it certainly confirms the idea that outside groups are behind the effort.
This table is self-explanatory.
Sarah Davis | Susanna Dokupil | |
---|---|---|
Total Raised | $162,850 | $147,560 |
# Contributions | 261 | 183 |
In District | $69,295 | $38,110 |
# Contrib in District | 168 | 45 |
% $ Contrib in District | 42.6% | 25.8% |
% # Contrib in District | 64.4% | 24.6% |
The important numbers to me are that 42.6% of Davis’ funds come from in-district voters compared to only 25.8% of Dokupil’s. Even more important than that is the number of in-district contributions, 168 – 45. There doesn’t seem to be a rush among the district’s voters to oust Davis, at least from those that contribute financially to campaigns. Anecdotal evidence shows the same, with Dokupil busing in large numbers of block walkers.
The next two tables show the top contributors to each campaign. I used $2,500 as a cutoff because it was convenient.

Those two tables also have some interesting information. You can clearly see the power of incumbency in Davis’ table and the advocacy groups in Dokupil’s table. Also note the presence of Holly Frost and Kathaleen Wall – they live in the district. The in-kind contribution of Charles Blain’s services as a campaign aide from Empower Texans is also interesting but not surprising. Dokupil’s report only shows two in-kind contributions for Blain’s services, Empower Texans’ report shows three. Briscoe Cain’s is simply a pass-through from Empower Texans/Farris Wilks.
On the surface, this is an easy choice for a conservative Republican. The fact is that Sarah Davis has been a moderate Republican and she is proud of it. A very easy choice for people that do not live in the district.
The problem for a conservative that lives in the district comes down to this: Do I want to give my vote to someone that is independent and fights for the district, even if I disagree with her on some issues that are not specific to the district; or do I give my vote to someone that is going to be directed like a puppet to focus on issues that I agree with but that are not specific to the district in which I live? Or, most likely, to a Democrat that will be far more liberal than Davis?
DanMan says
For a guy that doesn’t live anywhere near her district you sure have sunk a lot of effort to influence that vote. Hopefully you’ll be as successful promoting her as you were for ‘ol Joe.
Jeff Larson says
I don’t live in the district either, but having met her, I’m pretty sure nobody is going to be directing Susanna “like a puppet”. She’s got more in common with guys like Briscoe than just Empower Texans.
Or, to put it another way, Empower Texans doesn’t like her because she’s going to do their bidding, they like her because she wants to do what they want to do.
Christopher Busby says
The Democratic powers in the district would love to face Dokuphil rather than Davis. Guarenteed pickup. It would be a 65-35 and not even remotely close.
Fred Flickinger says
I don’t live in the district but have met Susanna. The assertion that she will be a puppet is not only incredibly wrong but mean spirited as well.
I expected better from you.
David Jennings says
Hi Fred, I base that comment on past performance by those that ET supports. The most recent case is that of Kevin Roberts. He chose to be a bit more independent than ET wanted – not even close to the “liberal” tag that they now place on him. And there are many other examples through the years. The candidates either toe the line ( I call it being a puppet, you may call it being loyal or whatever ) or they get on the wrong side of Tim Dunn’s money. Or, nowadays, Dunn’s and Farris Wilks.
Just calling it like I see it but it isn’t “mean spirited” in any way. Your mileage may vary. And I did notice that you gave Dokupil a donation, so perhaps that played in to the way you interpreted the comment. I clearly said that conservative Republicans outside the district had an easy choice.

Fred Flickinger says
David, your use of Kevin Roberts as an example actually undermines your argument, rather than supports it. The exact same statement about Susanna being a “Puppet” could have been made about Kevin when ET supported him. Yet as you state, Kevin did not vote in a manner that ET supported. Why do you believe Susanna would not vote her conscience, rather than be a “Puppet”.
Is it possible that ET supports like minded candidates? Is it possible that the candidates views once elected, change?
Although I acknowledge my bias, as I made a contribution to Susanna, precisely because as you pointed out, she is more conservative than Sarah. I have no doubt, that even if my miniscule contribution was considerably larger, Susannah would vote based on her analysis of the issues rather than acting like a “Puppet”. This is why I call the comment mean spirited.
