Planned Parenthood of the Texas Capital Region has paid $1.00 per year since 1972 to lease a building from the City of Austin. Obtained in response to an open records request, the lease commenced July 1, 1972 and specifically states “Lessee may use the leased premises solely for the purposes of operating a planned parenthood center, not for profit”.
Amended as recently as January 2011, the lease agreement stipulates Planned Parenthood “will not occupy or use, nor permit any portion of the premises to be used in any manner that is unlawful, must maintain the premises in a clean and healthful condition and comply with all laws, ordinances, orders, rules and regulations with reference to use, conditions or occupancy of premises.”

The agreement further requires Planned Parenthood to extend the right of City of Austin employees to enter the building, at reasonable times, for inspection of the premises.
In the lease Planned Parenthood acknowledges the City of Austin does not and is not obligated to provide security services for the property.
