State Representative Lois Kolkhorst joined State Representatives Rick Miller, Giovanni Capriglione and two additional State Representatives to author HB 524 during the 83rd Legislature. According to the caption text the bill related “to the disclosure on personal financial statements of certain contracts or subcontracts with governmental entities” and earlier this week I posited Kolkhorst should disclose information related to exactly that–the contract her business, as stated by her husband Jim, has with Texas A&M University and all governmental entities.
According to a bid tabulation document found on the web, Texas A&M Procurement Services listed six responding suppliers to the event title “Blanket Order to Provide Oil and Lubricants”. One of the six responding suppliers was Kolkhorst Petroleum.
- Three suppliers responded by the 8/11/2014 2:00:00 PM central close date and time.
- Three suppliers responded to between 19 and 36 lines of the invitation-to-bid by the 8/11/2014 close date and time.
- The three response totals submitted by the close date and time range from a low of $234,900.73 for 19 lines to a high of $556,605.03 for 36 lines.
As recorded on the bid tabulation document, Kolkhorst Petroleum was not one of the three supplier responses received prior to the 8/11/2014 2:00:00 PM close date and time.
Three additional responses were subsequently submitted three weeks later at 9/04/2014 at 1:00:00 PM central.
- These three additional response totals range from a low of $398,202.85 for 26 lines to a high of $532,282.69 for 36 items.
- As logged on the bid tabulation document, Kolkhorst Petroleum was the highest of these three additional responses submitted 9/04/2014 with the $532,282.69 bid.
Kolkhorst Petroleum was also the lone supplier to offer alternate pricing as noted on the bid tabulation document.
Questions?
- Does the handwritten notation “inc bid” stand for “incomplete bid”?
- Why was the 33 line bid tendered by Quality Standard Petroleum and marked submitted with a 8/11/2014 close date marked “inc bid”?
- Why were additional responses submitted three weeks later?
- What were the amounts of any prior year contracts between Kolkhorst Petroleum and Texas A&M?
And why are Governor-elect Greg Abbott and Governor Rick Perry taking sides by endorsing Kolkhorst in a general election that includes two other Republicans?
Does the 2014 State Representative Kolkhorst still agree with the disclosure law supported by the 2013 State Representative Kolkhorst?
