HHS records – $5 million to shuttered Manvel treatment center

Federal Department of Health and Human Services records show over $5 million in grants were awarded to Shiloh Treatment Center out of the Office of Refugee Resettlement Program Office between November 2013 and July 2014.

A search of the TAGGS database indicate three grants under award number 90ZU0096 were actioned on November 25, 2013 in the amount of $1,275, 890; March 6, 2014 in the amount of $2,551,781; and July 11, 2014 in the amount of $1,275,890 with the award title Shiloh: Stabilize, Treat and Transition.

A search of Brazoria County Appraisal District records and examination of pictures taken Sunday July 20, 2014 show the Shiloh facility appears to be the same facility used as the Daystar Residential Center closed by the Texas Department of Family and Protective Services back in January 2011.

In a January 2011 Houston Chronicle article, Anne Heiligenstein, Commissioner of the Texas Department of Family and Protective Services said:

“Today, we have revoked Daystar’s license to operate, effective immediately. The DFPS investigation found that this facility is just not safe for children,”

So—with all the cries that Texas care for illegal alien children “humanely” the Feds award grants of over $5 million to a shuttered Manvel treatment center with a deadly history of restraint-related deaths?
