McALLEN — Residents along the Texas-Mexico border kept a watchful eye on Tropical Storm Dolly on Monday, stocking up on plywood, generators and flashlights as forecasters predicted the storm would strengthen into a hurricane later this week and make landfall, possibly Wednesday.
